Chapter I. General provisions

Article 1. The purpose of creating the Academy is to normalizethe global scientific and technological forces, to follow the basic tenet of sciences and technology and to form a joint effort to contribute to global sciences and technology.

Article 2.TheAcademy of the United Nations Sciences and Technology Organization is a non-profit public organization, voluntarilyconsistingof talented researchers and academicians. The Academy is a scientific and technological organization engaging in scientific researches, technology communications and academic exchanges, registered by the United Nations Sciences and Technology Organization with the headquarter in the United States.

Article 3.The Academy of the United Nations Sciences and Technology Organization shall strictly abide by the constitutionof the United Nations and local laws, regulations and policies, and uphold the scientific spirit.The Academy of the United Nations Sciences and Technology Organization shall promote the comprehensive development of multi-disciplinary fields and shall strengthen the communication and cooperation between disciplinary fields.The Academywill also pay close attention to the transformation of scientific and technological achievements andprovides a platform for the transformation.

Chapter II. Scope of activities

Article 4.The purpose of the activities from the Academy of the United Nations Sciences and Technology Organization is to promote academicians and other talented researchersacting as the bridges between scientific researches and industries, and to focus on the need of economic and social development. The activities of the Academy of the United Nations Sciences and Technology Organization is to give full play to the comprehensive advantages of multidisciplinary, technical and engineering fields, to promote the development of scientific and technological undertakings, to make contributions to the international innovation, and to benefit mankind with scientific and technological forces.

Article 5.The academic activities of the Academy of the United Nations Sciences and Technology Organization are to meet the strategic needsfor international scientific and technological development and for some urgent scientific problems needed to be solved. The Academy will organize members to carry out various forms of scientific researches, academic activities and consulting services, with the scope of (but not limited to):

(1) carrying out theoretical exploration, technological innovation and method researches in importantareas and frontier fields;

(2) carrying out developing situation assessment, strategic demonstration, policy consultation and scientific and technological services in combination with main economic and social issues;

(3) Promoting international exchanges and cooperation on sciences and technology;

(4) Organizing and participating international academic conferences, and expanding exchanges and cooperation amongworldwide scientific institutions, universities and top talents.

(5) Organizing personnel training;

(6) Editing and publishing scientific and technological books and journals;

(7) Organizing various salons to provide capital, intelligence and technology docking platforms.

(8)continuing to set up worldwide branches needed to provide scientific and technological support to local governments.

(9) buildingworldwide high-level think tanks for sciences and technology, popularizing scientific knowledge, promoting scientific spirit, spreadingscientific ideas, advocating scientific methods, prospering scientific cultures, abiding by scientific ethics, standardizing scientific behaviors and promoting social progress.

(10) Promoting the docking of scientific and technological achievements with enterprises, so as to make sciences and technology produce actual economic benefits.

Chapter III. Organization

Article 6.The academician general assembly of the Academy of the United Nations Sciences and Technology Organization is the highest decision-making organ. The functions and powers of the academician general assembly are:

(1) To formulate and modify the statutes, rules and regulations of the Academy of the United Nations Sciences and Technology Organization;

(2) To consider and decide the establishment and withdrawal of the organizational structures of the scientific divisionsof the Academy of the United Nations Sciences and Technology Organization;

(3) To elect and remove the chairman, vice chairmen and members of the Bureau of the Academy of the United Nations Sciences and Technology Organization and to decide the heads of the scientific divisions;

(4) To consider and determine the working principles, long-term plans and other important issues of the Academy of the United Nations Sciences and Technology Organization;

(5) To listen to and consider the work report and opinions tended by thePresidentof the academy;

(6) To consider and elect new academicians;

(7)To decide matters that academicians considers important.

Article 7.The academician general assembly shall implement the principle of democratic centralism. The academiciangeneral assemblieswould be held annually or one-time every two years. The extension of running the academician general assembliesshould be pre-approved from the presidium meeting. The resolution of the academician general assemblies shall be approved by more than a half of the members.

Article 8.The President, vice Presidents, secretary general and associate secretary generals of the Academy of the United Nations Sciences and Technology Organization shall be appointed by the United Nations Sciences and Technology Organization and shall be responsible for the daily administrative affairs of the Academy of the United Nations Sciences and Technology Organization. The Bureau of the Academy of the United Nations Sciences and Technology Organization is only responsible for academic affairs, which is an executive body of the academiciangeneral assemblies of the Academy of the United Nations Sciences and Technology Organization. The Bureau consists of the presidium members (academicians), with the fixed term of five years. The presidium members shall be high-end talents with high academic prestige, wide social influence, full civil capacity and healthy health. The meeting of the bureau would decide the academicissues in the Academy with vote. Communication may also be adopted if necessary.

The functions and powers of the Bureau of the Academy of the United Nations Sciences and Technology Organization include:

(1) Decidingwhether to convene the academician general assembliesof the Academy of the United Nations Sciences and Technology Organization;

(2) Implementing the resolutions of the academician general assemblies;

(3)Considering the institutional adjustment programs, and approving the appointment of the officers and the head of the academic divisions;

(4) Reviewing and approving major scientific researches, strategic advices, international exchanges and cooperation and other major event plans;

(5) Approving academic affairs of the Academy of the United Nations Sciences and Technology Organization.

Article 9.Administrative office of the Academy of the United Nations Sciences and Technology Organization:

(1) The President, vice Presidents, secretary general, associate secretary generals and other administrative members of the Academy of the United Nations Sciences and Technology Organization shall be appointed by the United Nations Sciences and Technology Organization and shall be responsible for the daily administrative affairs of the Academy. The President shall represent the Academy of the United Nations Sciences and Technology Organization, and in principle, the President shall be a member of the Academy. The Secretary General assists the President in the conduct of the daily administrative affairs of the Academy.

(2) A number of associate secretary generalsmay be set up to assist the Secretary General in specific worksif necessary.The positions of the Secretary General and the associate secretary generals may be held by non academician personnel.

(3) The recruitment of administrative staff members shall be implemented with the full-time and part-time members.

(4) The full-time members of the administrativeoffice shall participate in the organization activities, and thewelfare treatment shall be implemented in accordance with the relevant provisions of local activities.

Article 10. Rresponsibilities of the Secretary General

(1) Assist the President in presiding over the daily work of the Academy, manage the office of the Academy, and organize and implement the annual work plan;

(2) After consultation with the President, the associate secretary general shall be nominated by the secretary general and submitted to the United Nations Sciences and Technology Organization for appointment;

(3) After consultation with the President, the appointment of full-time staff members may be implemented;

(4) Organizing financial sources and being responsible for financial management and financial supervision;

(5) Handling other daily affairs.

Chapter IV.Rights and obligations of academicians

Article 11.The academicians of the Academy of the United Nations Sciences and Technology Organization shall have the following rights:

(1) Having the right to recommend, elect, be elected and vote on candidates;

(2)Participate in activities organized by the Academy of the United Nations Sciences and Technology Organization;

(3) Having the right to advise and supervise the work of the Academy of the United Nations Sciences and Technology Organization;

(4)Having the priority to access to services;

(5) Having the right to acquire information on the Academy of the United Nations Sciences and Technology Organization.

Article 12.Academicians of the Academy of the United Nations Sciences and Technology Organization shall fulfill the following obligations:

(1) To comply with the statutes of the Academy of the United Nations Sciences and Technology Organization;

(2)To implement the resolutions of the academiciangeneral assembly of the Academy;

(3)To safeguard the rights and interests of the Academy of the United Nations Sciences and Technology Organization;

(4)To actively carry out scientific and technological researches and innovation, to be enthusiastic about talents training, to contribute to economic development and social progress, to play an exemplary role in safeguarding scientific morality and to promote excellent learning styles;

(5)To actively participate in academician general assemblies and activities, and to vigorously promote international sciences and technology exchanges and cooperation.

Article 13.The Academy of the United Nations Sciences and Technology Organization shall actively contact local academies, engineering institutes and international academic organizations, and request the recommendation of academician candidates. The specific criteriashall refer to the candidates. The bureau is responsible for the formulation of the recommendations.

Article 14.The title of academicians from the Academy of the United Nations Sciences and Technology Organization is the full-life honors. After 75 years old, senior academicians, except for not having the right to vote, have other rights asother academicians. Nonetheless, when the academicians of the Academy seriously violate the articles of the constitutionor violate the national law due to personal acts,or damage the honor of academicians, these academiciansshould be revoked their titles of academicians subject to the Presidium meeting and for which the revocationwould be made public on the official website.

Chapter V.Scientific divisions

Article 15.The scientific divisions shall be set up under the Academy of the United Nations Sciences and Technology Organization, specifically including:

life and health, AI and information technology,electronic science and technology, bioengineering, aerospace, equipment and manufacturing, chemical engineering, metallurgy and materials, geography and ocean, energy and mining, civil and water conservancy engineering, environment and ecological engineering, agricultural science and technology, engineering management, finance science, etc.

(1) Everyscientific divisionis a professional academic and strategic consulting organization, and does not have the independent legal personality.

(2) The establishment of a new division shall be deliberated by the Presidium and approved by the academician general assembly.

(3) The scientific divisions consist of academicians withsimilar scientific subjects. The divisions individually include one director, one deputy director and one secretary general. It shall be individually nominated by the involved divisions and submitted to the President's office for deliberation, and then approved by the presidium for a term of five years.

Article 16.Establishment of the new scientific divisions

(1) It belongs to the important subject areaswhich are closely related to the social development and the strategic needs of internationalization;

(2)Itpossesses a renowned leader in place;

(3) The key forces in the involvedfields have been gathered in the group;

(4) The direction of the development is clear;

(5) The implementation plan isfeasibleand can be put forward.

Article 17.All the scientific divisions shall actively carry out their own works in accordance with the articles of the constitution. Annual development plans shall be formulated every year and reported to the Bureau of the Academy.

Chapter VI.Disciplines

Article 18.The Academy of the United Nations Sciences and Technology Organization and its members must abide by the following disciplines:

(1) Strictly abide by the laws and regulations and policies of the local countries;

(2) Carry forward the spirit of sciences and serve as an example of scientific morality;

(3) promote scientific democracy and strengthen academic exchanges in accordance with scientific spirit;

(4) It is prohibited for individuals or institutions to sign agreements or to provide guarantees in the name of the Academy without the organizations' authorization;

(5) Keep the secret of statesand safeguard the national security in the place.

(6) Promote the world peace.

Chapter VII.Asset management

Article 19.The source of funds of the Academy of the United Nations Sciences and Technology Organization:

(1) Project allocation of relevant social divisions;

(2) Accept the support and individual donations from domestic and foreign organizations, enterprises, etc;

(3) Incomes from the implementation of services from the approved business scope;

(4) Interest;

(5) Other legitimate incomes.

Article 20.The funds of the Academy of the United Nations Sciences and Technology Organization shall be used for the development consistent with the scope of activities prescribed in the articles of the constitution. None of any individual or unit may encroach, divide or misappropriate the funds privately.

Article 21.Strict financial management systems shall be established in accordance with the relevant financial management systems and regulations. Regular financial audit, reported to the President's office and the presidium, should be supervised by the academician general assembly.

Article 22.The office of the Academy of the United Nations Sciences and Technology Organization shall be equipped with qualified financial and accounting management personnel required by local laws and regulations.

Article 23.The two-pen systems shall be adopted for the expenses of the Academy, which means that both the President and the Secretary General sign at the same time before they are effective. When the presidium is to be renewed, or the President is replaced, or the Secretary General and the accounting personnel leave, financial audit shall be organized and supervised by the relevant units

Chapter VIII.Amendment procedure of articles of the constitution

Article 24.The amendment of the constitution of the Academy of the United Nations Sciences and Technology Organization shall be discussed by the Presidium and submitted to the academician general assembly for approval, and submitted to the relevant units for record.

Chapter IX.Termination of the constitution and property treatment after termination

Article 25.In the case that the constitution of the Academy of the United Nations Sciences and Technology Organization needs to be cancelled due to the dissolution, separation or merger, the constitution may terminate with approval fromthe United Nations Sciences and Technology Organization.

Article 26.Before the termination of the Academy of the United Nations Sciences and Technology Organization, a liquidation group shall be established to clean up the creditor's rights and debts and to handle the matters after the settlement. Activities other than liquidation don’t shall be carried out during the liquidation period.

Article 27.The registration shall be terminated after the Academy of the United Nations Sciences and Technology Organization has gone through the formalities of cancellation. The remaining property after the termination of the Academy shall be used for developing undertakings related to the purpose of scientific researchesand under the supervision of the relevant units which should be in accordance with the relevant provisions of the local states.

Chapter X.Supplementary provisions

Article 28.The interpretation of these articles of the constitution shall belong to the presidium of the Academy of the United Nations Sciences and Technology Organization.

According to these articles of the constitution, relevant implementation rules can be formulated and implemented after being approved by the presidium.
